What prevents people from getting a passport is something many only discover when they arrive at the application office at the federal police and receive the unwelcome news: Process blocked.
This causes delays, frustration, and forces rescheduling, wasting time and, in some cases, even money on travel.
Before scheduling your visit, it's worth knowing the main obstacles that can arise, many of which are simple to resolve when identified in advance.
Step by step: factors that may prevent passport issuance
1. Irregular CPF (Brazilian taxpayer ID) with the Federal Revenue Service
Pending registration issues, missing title, conflicting data, or restrictions may prevent issuance. First of all, check your CPF status on the Federal Revenue Service website and resolve any issues if necessary. This check is quick and avoids immediate blocking.
2. Pending electoral status
If you did not vote, did not justify your absence, or did not pay any electoral fine, there is a risk of being prevented from voting. Regularization can be done online and is usually processed on the same day. Without proof of electoral clearance, the issuance will not proceed.
3. Irregular military service for men aged 18–45
For this group, proof of enlistment or exemption is mandatory. Without it, issuance authorization cannot be granted until the situation is resolved at the corresponding military unit.
4. Outstanding financial obligations (unpaid GRU)
Even if the payment slip is paid, you may need to wait for it to clear. If payment is made on the same day as the service, there's a chance the system won't recognize it yet. Ideally, you should pay in advance.
